Sidney Blecker appeals an order of the Workmen's Compensation Appeal Board (Board) affirming a referee's decision to dismiss his claim petition.

On January 25, 1985, Blecker filed a claim petition alleging that he suffered a psychic injury (which rendered him totally disabled) while employed as an attorney by the Pennsylvania Human Relations Commission (Employer).
