Moshannon Valley School District (District) petitions for review of the order of the Pennsylvania Labor Relations Board (Board), dated June 26, 1990. The Board made absolute and final a Proposed Decision and Order of the hearing examiner and dismissed the District's exceptions thereto. This appeal followed. We affirm the Board.
