The Pennsylvania State Police, Bureau of Liquor Control Enforcement (Bureau) appeals from an order of the Court of Common Pleas of Washington County (common pleas court) modifying the penalties imposed on Iggy, Inc., t/a the Farm Restaurant (Licensee) by the Pennsylvania Liquor Control Board (Board). At issue is the proper scope of review for the common pleas courts under the 1987 amendment to § 471 of the Liquor Code (Liquor Code).
