I. OVERVIEW.

This is an appeal of a judgment for the plaintiff in a Federal Tort Claims Act (FTCA) suit. Mary Ann Neumann claimed that she was negligently injured at Winn Army Community Hospital (Winn), where she went to seek treatment for an infection shortly after giving birth. An advisory jury returned a verdict for the United States, but the trial court rejected that verdict and granted judgment for Neumann in the amount of $1,674...
