Plaintiffs filed this action under the Education for All Handicapped Children Act ("EHA"), 20 U.S.C. §§ 1400 et seq., as amended by The Handicapped Children's Protection Act ("HCPA"), 20 U.S.C. §§ 1415 et seq.
