This consolidated appeal arises from an airplane crash in which plaintiff-appellants' decedents were killed. Plaintiffs sued the United States under the Federal Tort Claims Act (FTCA), alleging negligence on the part of the Federal Aviation Administration (FAA). Concluding that the FAA owed no duty to plaintiffs' decedents, the district court granted summary judgment for the United States against all plaintiffs. We agree that the FAA owed...
