Donald G. Whatley appeals the dismissal with prejudice of his 28 U.S.C. § 2254 petition for writ of habeas corpus. Whatley argues that he is entitled to dismissal of a Kansas indictment forming the basis of a detainer lodged against him under the Interstate Agreement on Detainers Act (IADA).
