Plaintiff Susan M. Kallas, natural mother and guardian of Tim Kallas, filed a claim against the United States government under the Federal Tort Claim Act, 28 U.S.C. Sec. 2671-2680 and Sec. 1346(b). Tim was injured when he ignited the contents of some munitions he had taken from an Air National Guard facility in Gulfport, Mississippi, and the contents flared up, causing an injury to his left eye.
