On August 5, 1991, plaintiff filed moving papers requesting an order pursuant to Federal Rule of Civil Procedure 60(b)(6) granting him relief from this Court's March 8, 1989 grant of summary judgment in defendant's favor, 708 F.Supp. 59. By letter dated September 12, 1991, the United States Government informed the Court that it did not intend to oppose the plaintiff's motion for relief....
