Costello (petitioner) appeals from an order of the Pennsylvania State Employes' Retirement Board (Board), reversing a decision of the hearing examiner that granted petitioner's request, pursuant to the State Employees' Retirement Code (Code), 71 Pa.C.S. §§ 5101-5956, to purchase multiple service membership in the State Employees' Retirement System (SERS).1
