The Secretary of State (Secretary) appeals from an order of the Superior Court (Cumberland County, Alexander, J.) vacating the suspension of Ernest Abrahamson's driving privileges by the Secretary and remanding to the Secretary for reinstatement of those privileges. Because there is substantial evidence in the record to support the Secretary's finding that Abrahamson was operating a motor vehicle while having an excessive blood-alcohol level...
