This appeal originates from Mitri Dozoretz's (plaintiff's) action in the Cook County circuit court, where he sought a declaratory judgment enforcing his right to present underassessment complaints to the Cook County board of (tax) appeals (the Board). The Board, as well as Commissioners Wilson Frost and Thomas Jaconetty (collectively referred to as defendants) filed a motion to dismiss plaintiff's action...
