MEMORANDUM AND ORDER

BATTIN, Senior District Judge.

This action is brought by the United States to enforce certain provisions of the Clean Water Act. Both parties have moved for Partial Summary Judgment on the issue of liability under the provisions of this Act. For the reasons stated below, the United States' Motion for Partial Summary Judgment is granted, and defendants' Motion is denied.
