Defendant United States Department of Commerce (Commerce) and intervenors Tsubakimoto Chain Company and U.S. Tsubaki, Inc. (collectively referred to as Tsubakimoto) move pursuant to Rules 1, 6, 7, and 12 of this Court to dismiss this case as moot. Plaintiff American Chain Association (plaintiff) opposes the motion.
