On this date the petitioners, Edwin and Doris Baal, filed a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2254. The petitioners, who are the parents of Thomas Baal, contend they are the "next friend" of the defendant, Thomas Baal.
