The City of Philadelphia (City) appeals an order of the Court of Common Pleas of Philadelphia County (trial court) which permanently enjoined the City from revoking a contract awarded to Canteen Company (Canteen) and directed the City and Canteen to "proceed . . . in accordance with the terms of that award letter and the other contract documents."
