These are cross-appeals from an order of the Court of Common Pleas of Centre County which declared null and void the five year suspension of petitioner, Bernard Wagner (Wagner), from membership in the Pennsylvania Dairy Herd Improvement Association (Pa. DHIA), but which upheld Pa. DHIA's cancellation of Wagner's dairy herd's lactation records beginning January 1, 1982. We reverse...
