In each of these appeals, the Secretary of State, Jim Edgar (Secretary), seeks to appeal from an order of the circuit court which directed the Secretary, for the second time, to issue a judicial driving permit (JDP) pursuant to section 6-206.1 of the Illinois Vehicle Code (Ill.Rev.Stat.1987, ch. 95½, par. 6-206.1).
