In March 1988, petitioner sought certiorari to review a decision of the United States Court of Appeals for the Fifth Circuit refusing to stay the execution of his death sentence. We granted a stay of execution, 485 U.S. 983 (1988), and withheld disposition of the petition pending our decision in Penry v. Lynaugh, 492 U.S. 302 (1989).
