The facts in the case are as follows. On March 2, 1988, Officer Tim McKibben of the Murfreesboro Police Department stopped a vehicle for a routine traffic violation. As he (Officer McKibben) approached the car to ask for the driver's license, empty vials were spotted between the driver and passenger seats.
