This memorandum considers the propriety of permitting the Internal Revenue Service (the "IRS") to amend its proof of claim after the expiration of the bar date to promote one of its claims from general unsecured to priority status. I sustained the Debtors' objection to the IRS amendment at a hearing on January 23, 1990. At that hearing counsel for the IRS advised that he might appeal the Court's ruling...
