Walter Dudycz (plaintiff) appeals the dismissal of his third-amended complaint against the City of Chicago and a number of its officials. We affirm.

Plaintiff, a Chicago police officer, was elected to the Illinois State Senate in November 1984. After his election he maintained his position with the Chicago police department until February 1985, at which time he requested a leave of absence from active duty...
