SENTENCING MEMORANDUM

MILLER, District Judge.

On February 2, 1990, a jury found Jeffrey Sergio, aged 21, guilty of one count of conspiracy to distribute more than 500 grams of cocaine, 21 U.S.C. § 846, and fourteen counts of possession with intent to distribute cocaine. 21 U.S.C. § 841(a)(1). Count 1 is punishable by imprisonment for not more than forty years and a fine of as much as $2,000,000.00....
