This matter is before the Court as a result of a decision by the defendants to rebid a contract for life, accidental death, and dismemberment insurance for state employees, retirees, and dependents. Pending before the Court is United of Omaha Life Insurance Company's ("Omaha") motion for a preliminary injunction barring the rebid. Also pending is a motion to dismiss the complaint filed by the defendants...
