Gregory Lee Sands pleaded guilty in the district court to conspiracy to distribute 170 grams of cocaine in violation of 21 U.S.C. §§ 841, 846 (1988). The district court departed from the applicable guideline range and sentenced Sands to ten years imprisonment.
