In 1980, after a lengthy audit and appeal process, respondent retroactively revoked petitioner's tax-exempt status for years beginning after December 31, 1973. Having exhausted its administrative remedies, petitioner came before this Court pursuant to section 74281 seeking a declaratory judgment as to the correctness of respondent's action.
