On February 14, 1990, the Government filed this action under the provisions of the Racketeer Influenced and Corrupt Organizations statute ("RICO"), 18 U.S.C. § 1961, et seq., to remedy alleged corruption of the New York/New Jersey Waterfront, including alleged corruption of six Locals, Local 1804-1, Local 1588, Local 1814, Local 824, Local 1809 and Local 1909 ("Locals") of the International Longshoremen's Association...
