This is a habeas corpus action by petitioner Francis Lorenzo, pursuant to 28 U.S. C. § 2254, seeking to compel the New Jersey State Parole Board to apply 39 days gap time1 credit to reduce the portion of petitioner's term of imprisonment during which he was ineligible for parole.
