Plaintiff Rosee Torres ("Torres") filed this action against the City of Chicago ("the City") alleging race discrimination in violation of 42 U.S.C. § 1981 (Count I) and breach of contract (Count II). Jurisdiction is based on 28 U.S.C. § 1343(a)(4) and under principles of pendent jurisdiction. The City moves for judgment on the pleadings on Count I under Fed.R.Civ.P. 12(c) and to dismiss Count...
