Plaintiffs in this action are mothers, acting on behalf of their dependent children, whose households were suspended from receiving benefits pursuant to the Aid to Families with Dependent Children ("AFDC") program, 42 U.S.C. § 601 et seq. Individual adult members of each household had received lump-sum personal injury awards which were held to have rendered the entire households ineligible for AFDC...
