Rotellini appeals the decision of the court of common pleas affirming the determination of the Board of Zoning Appeals of the city of West Carrollton denying Rotellini's application to construct and operate a drive-through carryout store. We find the action of the board of zoning appeals was an arbitrary application of the Zoning Code of the city of West Carrollton and contrary to law.
