This is an action to enforce liability for violations of the federal odometer disclosure requirements embodied in the Motor Vehicle Information and Cost Savings Act. 15 U.S.C. §§ 1981-1991 (1982). This statute, and the regulations promulgated thereunder, provide that an automobile dealer must disclose to the transferee of a vehicle the accurate mileage as set forth on the odometer, or disclose that the actual mileage...
