In July, 1988, this court expressed the view that the present councilmanic structure of the Jefferson Parish Council does not fully comport with Section 2 of the Voting Rights Act of 1965, as amended, 42 U.S.C. section 1973, et seq. The court also expressed the view that plaintiffs' proposed remedy was unacceptable. Accordingly, both plaintiffs and defendants were asked to submit alternative redistricting plans...
