This case comes before us on direct appeal from the trial court pursuant to La. Const. Art. V, § 5(D). At issue is the constitutionality of La.R.S. 47:503(C) which imposes a minimum "handling fee" of $2.00 on renewals of vehicle "registration or license tax."
