Pannacci (Pannacci) from an order of the State Civil Service Commission (Commission) dismissing Pannacci's appeal from his nonselection for promotion to Chief Pharmacist at the Clarks Summit State Hospital operated by the Department of Public Welfare (Appointing Authority).
