Holmes House and PMA Insurance Company (Employer) appeal the order of the Workmen's Compensation Appeal Board (Board) which reversed a referee's decision granting Employer's modification petition and reinstated Mary Jane Shanahan (Claimant) to total disability benefits. We affirm.
