Philip Ortega (Ortega) sought damages from the City of Kansas City, Kansas (the City), and multiple law enforcement officials (the Officials), under 42 U.S.C. § 1983 (1981) for deprivation of extradition rights in connection with his arrest in a sting operation. The jury returned a verdict against the City and the Officials, and awarded Ortega compensatory damages in the amount of $12,500.00 and punitive damages totaling $70,000.00 against...
