HOWARD, Chief Judge.

The above-styled action was heard before this Court in a bench trial on April 2nd, 3rd and 4th, 1988. This Court has fully considered all pertinent materials in the file. For the following reasons, this Court concludes that the defendants are liable to the plaintiffs and, therefore, the plaintiffs are entitled to recover such damages as set forth herein.
