The Washington County Department of Social Services ("the Department") filed a Petition for Guardianship With the Right to Consent to Adoption and/or Long-Term Care Short of Adoption over James F., the 2 1/2-year-old son of Kimberly P., who was a 15-year-old "Child in Need of Assistance" at the time the Petition was filed.
