Plaintiff Tai Yang Metal Industrial Co., Ltd. (Tai Yang) challenges the first final review determination of the Department of Commerce, International Trade Administration (Commerce), in Malleable Cast-Iron Pipe Fittings, Other Than Grooved, From Taiwan, 53 Fed.Reg. 16,179 (May 5, 1988).
