In this action the United States ("plaintiff") seeks to enforce an administrative order of the Secretary of Health and Human Services ("Secretary" or "HHS") which granted plaintiff judgment on its claim of $60,660.00. Defendant Neville Anthony, M.D. ("defendant") was assessed that amount as a civil penalty, pursuant to 42 U.S.C. Section 1320a-7a(a), for making false claims to the government for reimbursements...
