This action arises from the death of Vincent J. Marquardo while he was in the custody of the Winchester Police Department. The plaintiff, administratrix of Marquardo's estate, is suing the Town of Winchester, five of the Town's selectmen, the Chief of Police, and three Winchester police officers.
