This case is before the Court on cross-motions for summary judgment brought on behalf of plaintiff, William Smith, and defendant, Louisiana Insurance Guaranty Association (LIGA). Plaintiffs, Elsie Dominick, wife of/and William Smith, filed this suit on August 27, 1985 against Houtech Inland Well Service, Inc. and Houtech Energy, Inc.
