WAHL, Justice.

Jefferson Lines appeals a decision of the Minneapolis Commission on Civil Rights which was affirmed by the court of appeals. The commission determined that Jefferson had discriminatorily discharged employee Lee Shockency and subjected him to disparate treatment based on race and color. At issue are whether the proceedings before the Commission lacked fundamental fairness and whether the employee proved that racial discrimination underlay...
