This is a suit under sections 1631(c)(3) and 205(g) of the Social Security Act, 42 U.S.C. §§ 1383(c)(3) and 405(g), for review of a final decision of the Secretary of Health and Human Services finding that plaintiff Clarence Higbee was not eligible for supplemental security income (SSI) benefits under Title XVI of the Act.
