On July 2, 1979, Bryce A. Phillips was hired by the City of Seattle to work as a plumber. In late 1982, Phillips began to take significantly more sick leave than his co-workers. Apparently, this increased absenteeism was a consequence of plaintiff's drinking. In February 1983, plaintiff's supervisor spoke with Phillips about the absences and referred him to the Employee Assistance Program (EAP) for counseling.
