Appellant is a police officer with the City of Independence, Missouri. In 1985, he participated in the arrest of an armed robbery suspect who was to be tried in the Circuit Court on February 4-5, 1986. Appellant was notified by the prosecutor that he might be needed to testify on those days, and he received a "standby notice" from the police department's detective bureau which informed him of the trial setting and instructed him to contact...
