This dispute originated in an assignment made by Marr-Tech, a building contractor, to Great American Credit Corp. (GACC), a factor, of payments owed to Marr-Tech by the Wilmington Housing Authority (WHA). WHA had contracted with Marr-Tech for construction of various housing units.
