Two sets of plaintiffs in these consolidated actions claim that the City of Boston and the Commonwealth of Massachusetts, in the 1987 reapportionment of their elected deliberative bodies, violated the federal constitutional mandate of electoral equality expressed by the shorthand phrase "one person one vote."
