Under Article III(d) of the Interstate Agreement on Detainers, Maryland Code (1957, 1987 Repl.Vol.), Art. 27, § 616D(d), if a detainer is lodged in Maryland against a defendant who is imprisoned in another jurisdiction that is party to the Agreement and if the defendant makes a "request for final disposition" of the charges against him, he has a right to stand trial in Maryland on those charges before being "returned to the original place of imprisonment...
